The bill (Reg. No. 5010) suggests establishing criminal and
administrative responsibility for violation of the prescribed rules of
production, fabrication, purchase, transportation, transmission, storage, sale
and accounting of combination products that include active ingredients of
narcotic drugs, psychotropic substances, as
well as their analogues and precursors. The bill suggests supplementing the Criminal Code with a new article 321-3 and the Code of Ukraine on Administrative Infringements with a new article 44-3.
